Rest assured that you have not purchased a dud hookah pipe. It does however sound like you are missing a component to your hookah pipe, the hose grommet. This is a little rubber plug that fits between your hose and your stem allowing a snug airtight connection between both. In the absence of a grommet, if the hose is smaller than the hose of the step it will not connect properly and fall out. This is not a big problem to solve though as you can easily purchase hookah parts online and if you do a search for your make and model of hookah pipe you should be able to find several online retailers that supply parts for your pipe. If this becomes a problem, or you are in a rush to get it going before your new grommet arrives you can use a variety of other materials to plug the whole. The easiest and cheapest method, also used traditionally is to use paper to ensure a snug fit between the hose and the stem. Simply moisten some kitchen towels that you have ripped into little shreds and wrap them around the base of your hose until the fit nicely into the stem without any loss of air when you draw. You can also use electrical tape which is quite soft and rubbery, easily makes an airtight connection and comes off relatively cleanly.
